The planned Initial Public Offering (IPO) of Dangote Refinery is intensifying investor attention on Nigeria’s rapidly evolving refining sector, placing capital mobilisation, crude supply security and downstream market integration at the centre of the country’s emerging refining economy.


The development comes as industry stakeholders prepare for the Nigeria Oil Refining Summit (NORS) 2026, scheduled for September 28–30, 2026, at Eko Hotels & Suites, Lagos, where refiners, upstream producers, regulators, investors, financial institutions, traders and energy-service companies are expected to examine the commercial foundations required to build a competitive and sustainable refining industry.


With the theme, “Refining for Value: Linking Upstream Supply to Downstream Demand,” the summit is expected to focus on the critical connections between crude production, domestic refining, infrastructure, financing and petroleum-product markets.


Hosted by the Crude Oil Refinery-Owners Association of Nigeria (CORAN) and produced by The Legend & Legacy Company Ltd, NORS 2026 comes at a pivotal stage in Nigeria’s downstream transformation, as increasing refining capacity creates new opportunities while exposing the importance of reliable crude supply and commercially viable operating structures.


The Dangote Refinery IPO has added a new dimension to discussions around the financing and long-term development of Nigeria’s refining industry.


According to Kunle Odusola-Stevenson, Event Director, NORS, and Chief Executive Officer of The Legend & Legacy Company Ltd, the IPO has broadened the conversation beyond refinery construction and operational capacity to include capital-market participation and sustainable value creation.

“The Dangote IPO has brought capital markets squarely into the refining conversation. NORS 2026 will take that conversation further by examining how Nigeria can attract capital, strengthen commercial linkages and convert refining capacity into lasting economic value.”


The summit is therefore expected to explore how Nigeria can deepen investment across the refining value chain while creating commercially sustainable relationships between producers, refiners, financiers and downstream markets.


While installed refining capacity continues to expand, industry stakeholders face another fundamental question: Where will the crude come from, and under what commercial terms?


Reliable and commercially sustainable feedstock remains essential to ensuring that domestic refineries operate consistently and at meaningful utilisation levels.


Against this backdrop, crude supply will feature prominently during the opening executive session of NORS 2026, titled:

“Guaranteeing Crude Supply for Domestic Refining: From Policy to Commercial Reality.”


The session is expected to bring together key players from the upstream and downstream sectors to examine crude availability, pricing, contractual arrangements, supply security, regulatory frameworks and investment conditions affecting domestic refining.


Among the industry leaders expected to participate are Adegbite Falade, Chairman, Independent Petroleum Producers Group (IPPG), and Matthew Bouyer, Chairman, Oil Producers Trade Section (OPTS), alongside senior representatives from the Nigerian Upstream Petroleum Regulatory Commission (NUPRC), Seplat Energy, Renaissance Africa Energy, Aradel Holdings, Dangote Refinery, Pillar Oil and NNPC Limited.


Their participation underscores the growing importance of stronger commercial alignment between Nigeria’s upstream producers and domestic refiners.


For Nigeria, the challenge is increasingly shifting from simply expanding refining capacity to ensuring that refineries have dependable access to crude, that refined products can reach competitive markets, and that investment flows into the infrastructure supporting the entire value chain.



NORS 2026 is expected to examine the broader ecosystem required to translate Nigeria’s refining ambitions into sustainable economic gains.


Key areas include crude supply security, refinery financing, infrastructure development, downstream market access, commercial partnerships, regulatory certainty, investment mobilisation and stronger integration between upstream production and downstream demand.


The summit’s central proposition is that refining capacity must be supported by the commercial structures necessary to keep facilities operating efficiently and sustainably.


For Nigeria, that means creating stronger connections between crude and refineries, refineries and markets, capital and investable projects, and infrastructure and industrial development.


As the country seeks greater domestic value retention from its petroleum resources, the discussions at NORS 2026 are expected to provide an important platform for industry stakeholders to address the commercial realities that will shape Nigeria’s refining future.
